Purpose

Our Mission: Advise and assist our region to improve and expand transportation choices by involving citizens and decision makers in our plans, forums and outreach.

Planning Area

The TPO is federally mandated to provide comprehensive transportation planning in the TPO Planning Area. This area includes all of Knox County and parts of Anderson, Blount, Loudon, Roane and Sevier counties. The following cities/towns within those counties are represented on the TPO:

  • Alcoa
  • Clinton
  • Farragut
  • Knoxville
  • Lenoir City
  • Loudon
  • Maryville
  • Oak Ridge

Responsibilities

Federal transportation legislation outlines several factors that must be considered as part of the TPO’s planning process.

  • Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency
  • Increase the safety and security of the transportation system for motorized and non-motorized users
  • Increase the accessibility and mobility options available to people and for freight
  • Protect and enhance the environment, promote energy conservation, and improve quality of life
  • Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight
  • Promote efficient system management and operation
  • Emphasize the preservation of the existing transportation system

PERFORMANCE MEASURES

In addition, legislation requires the TPO to conduct performance-based planning. The TPO, in cooperation with the Tennessee Department of Transportation, is required to establish performance targets and report on the progress made toward achieving each of these targets for several performance measures.

    EQUITY PLANNING

    The TPO considers the needs and views of traditionally underserved and underrepresented communities in its work. This commitment ensures these communities receive a fair share of the region’s transportation benefits and are not subject to undue burdens. The TPO strives to accomplish this through community engagement, including partnerships with groups and individuals representing traditionally underserved communities.
